MISSION:

Within the Operations and Deployment Department, the Custom Offers (OSM) Deployment Project Manager leads the implementation of network infrastructure projects with high business and technical visibility.
He/She ensures the coordination of the entire project lifecycle, from feasibility studies to the commissioning of associated infrastructure and services, while guaranteeing the achievement of quality, cost, deadline, and performance objectives.
As a key contact between business teams, network engineering, operations, deployment partners, infrastructure suppliers, and customers, he/she contributes to the evolution of the national network and the operator's strategic offers.
He/She coordinates the various stakeholders involved in the projects (engineering, deployment, operations, suppliers, local authorities, and customers) to ensure the technical and operational consistency of the deployed solutions.
He/She works on complex projects involving Civil Engineering, Fiber Optics, Transmission, WDM, Data Center, POP, customer connection, and network commissioning issues.
As a proactive individual, he/she supports network transformations, participates in technical-economic trade-offs, and contributes to the continuous improvement of deployment processes.

ACTIVITIES:

Main Activities:

• Lead the deployment projects for Custom Offers (OSM), Backbone, WDM, and strategic infrastructures.
• Collect, challenge, and formalize the needs of internal and external customers.
• Build and monitor deployment plans, ensuring risk and dependency management.
• Coordinate partners, suppliers, subcontractors, and internal teams involved in projects.
• Oversee feasibility studies, Civil Engineering studies, fiber connections, and network integration.
• Read, analyze, and challenge Civil Engineering plans and technical studies.
• Supervise the administrative procedures necessary for projects: DT, DICT, road permits, traffic restrictions, and various authorizations.
• Ensure the technical consistency of deployed solutions with the network's target architectures.
• Coordinate Data Center and hosting infrastructure setup phases.
• Participate in network integration, migration, and commissioning operations.
• Lead project steering meetings (steering committees, project committees, crisis cells, technical workshops).
• Produce monitoring reports and performance indicators.
• Make technical-economic trade-offs to optimize deployment costs.
• Ensure the proper execution of the budget and Operational Plan.
• Manage contractual and documentary deliverables.
• Ensure project compliance with quality, safety, and regulatory requirements.
• Act as the interface with local authorities, departments, town halls, landlords, and private owners.
Secondary Activity:
• Participate in complex tender responses
• Conduct comparative studies and technical benchmarks.
• Contribute to the evolution of Backbone and OSM deployment standards.
• Participate in the continuous improvement of methods and processes.
• Support the skill development of teams.
• Conduct technological watch in the areas of Fiber, WDM, Backbone, IP, and Data Center.
• Contribute to the automation and industrialization of activities.
 
 

Required profile :

Technical skills and expertise sought:

• For this position, we are looking for a candidate with solid expertise in the deployment and management of Fiber Optic Backbone network projects, with the ability to manage complex and multi-stakeholder technical environments.

Your main technical skills:

Fiber Optic & Backbone Networks

• Mastery of fiber optic network infrastructure and architectures.
• Good understanding of connection, distribution, and optical transport components.
• Ability to analyze, challenge, and validate technical deployment studies.
• Analysis of qualification and acceptance reports for fiber infrastructure.
• Knowledge of optical measurements (OTDR, OLTS, PMD/CD) and identification of network faults.

Complex Project Management

• End-to-end management of telecom projects.
• Management of risks, budgets (CAPEX/OPEX), and performance indicators.
• Cross-functional coordination with various internal and external stakeholders.
• Management of suppliers and subcontractors.

Telecom Civil Engineering & Deployment

• Reading and analyzing civil engineering and network plans.
• Understanding of underground and aerial telecom infrastructure.
• Feasibility analysis, route optimization, and management of available capacity.
• Knowledge of construction regulations and authorization processes.

Networks & Transmission

• Knowledge of IP architectures and optical transport technologies (WDM).
• Understanding of Backbone, Data Center, and POP environments.
• Knowledge of network infrastructure integration, commissioning, and operation principles.

Tools & Management

• Proficiency in project management, reporting, and activity tracking tools.
• Knowledge of GIS tools (QGIS or equivalent) is a plus.
• Ability to process and analyze technical and geographic data.
