Job :

Rabat International University Hospital is looking for a rigorous and experienced Purchasing Manager to join our Purchasing Department. Reporting to the Purchasing Director, you will participate in investment and operational purchases for the smooth running of our institution. You will work closely with the various departments and directorates of the hospital to ensure the efficiency and performance of our purchasing, while respecting purchasing regulations and associated procedures.

Your mission will be:

• Analyze the needs for goods and services of the hospital's various departments;
• Launch calls for tenders according to HUIR purchasing regulations and negotiate with suppliers to obtain the best contractual conditions (price, quality, deadlines);
• Manage the organization of tender committees;
• Draft documentation relating to calls for tenders;
• Place orders and ensure their follow-up until delivery and reception;
• Manage relationships with existing suppliers and seek new partners;
• Participate in the digitalization of purchasing procedures;
• Seek and propose cost optimization sources;
• Implement purchasing procedures and current procurement policies and propose areas for improvement;
• Collaborate with administrative and medical teams to raise their awareness of purchasing processes and procedures.

Tender Process:

• Assist internal clients in drafting specifications;
• Launch calls for tenders in compliance with internal procedures and HUIR purchasing regulations;
• Analyze received offers according to defined selection criteria (price, quality, deadline, etc.);
• Organize and conduct selection committees in the presence of representatives from the concerned departments;
• Negotiate contractual terms with selected suppliers;
• Ensure the follow-up and evaluation of supplier services after market award;
• Ensure compliance with deadlines and the quality of goods and services provided in accordance with contractual commitments.  

Required profile :

• Master's degree (Bac+5) in Purchasing and Logistics;
• Excellent written and oral communication skills;
• Rigor, organizational skills, and ability to manage priorities;
• Proficiency in purchasing management software and ERP (Enterprise Resource Planning) systems (such as SAGE, Oracle, etc.);
• Significant experience (10 years or more), including at least 3 years of management experience in purchasing;
• Significant experience in purchasing services, general resources, IT, and facilities management;
• Skills in negotiation and supplier relationship management;
• Excellent analytical and problem-solving skills;
• Proficiency in office software;
• Ability to work independently and manage a team of buyers.
