CGEM-Employment: Review of proposed measures for promotion

On Monday in Rabat, the General Confederation of Moroccan Enterprises (CGEM) reviewed with government members the twenty measures presented by the employers’ association last February, with a view to developing a jobs charter.

During this meeting with the Ministers of Economy and Finance, Employment and Vocational Training, and Foreign Trade, and the Minister in charge of Economic and General Affairs, the CGEM delegation exchanged views on proposals aimed at implementing Vision 2020, which provides for the creation of 2.5 to 3.5 million jobs between 2011 and 2020.

In a press statement shortly before the meeting, the president of the Confederation, Mohamed Horani, indicated that these proposals constitute a basis for dialogue with the government and union partners to develop and sign, as soon as possible, the national employment charter proposed by the employers’ association, which determines the commitments of each party.

These proposed measures ½are not the result of a short-term approach, he added, stressing that each measure or action must be part of an overall framework.

Job creation requires a number of conditions, including a favorable environment that promotes the competitiveness of businesses and attracts investment, he said, noting that Morocco is capable of creating between 2.5 and 3.5 million additional jobs by 2020.

He also noted that training and employment are at the heart of the proposals presented by the CGEM, both vocational training and in-company training, to enable businesses to fully play the role of trainer to ensure the qualification of unemployed people whose skills do not match the needs of the job market.

The company must ensure the qualification function, alongside the central role of the State in this area, without harming the company’s competitiveness, he argued.

For his part, the Minister of Employment and Vocational Training, Jamal Rmani, indicated that the meeting will be an opportunity to examine the proposals presented by the CGEM aimed at promoting employment in order to support sectoral plans in various areas.

He added that the meeting will also study the possibility of creating joint committees to further study these proposals, which can form a basis for dialogue at the third meeting on employment that the ministry plans to organize this year.

The proposals made by the CGEM include several measures provided for in Vision 2020, including the establishment of a first-experience contract (Baccalaureate + 2) and professional integration (Bac + 3 and above), measures reserved for disabled people, in addition to the reform of the labor code.

These measures aim, among other things, to strengthen the matching of supply and demand in the labor market, to accelerate the reform of the training contract and to strengthen links between universities and businesses.
