With the new 2012 Finance Law, whose draft was presented last Thursday by the Minister of Economy and Finance Nizar Baraka, three new employment promotion programs will be added to those already existing, namely: "Idmaj", "Taehil" and "Moukawalati". These will undergo a comprehensive evaluation to address shortcomings and improve their operation. In terms of results, by the end of July 2011, the "Idmaj" program had integrated 37,081 young people, bringing the total number of beneficiaries from 2007 to the end of July 2011 to 232,415, with the aim of reaching nearly 300,000 by 2012.

The "Taehil" program benefited more than 11,113 young people by the end of July 2011, who completed a training cycle to facilitate their integration into the labor market, bringing the total number of beneficiaries from 2007 to the end of July 2011 to 61,730. Furthermore, 3,584 projects were financed and self-financed from 2007 to the end of July 2011 under the "Moukawalati" program. The new programs will be called "Moubadara", "Taater", and "Istiabe". The goal is to support existing programs, but especially to reduce the unemployment rate to 8% by 2016. The first program, "Moubadara", focuses on encouraging employment within local community associations working in social and educational fields.

The "Taater" program is designed for long-term unemployed graduates. It aims to provide monthly assistance, up to one year of internship, and support 50,000 interns per year. Finally, the "Istiabe" program aims to promote the integration of the informal sector into the national economy to ensure job stability and improve working conditions. However, it remains temporary. Self-employment is also addressed, as the government plans to promote it through supporting new businesses and facilitating their access to public procurement.

Regarding observation and intermediation tools, the government will gradually create a national employment observatory, implement a national information system allowing for precise analysis of the labor market, and improve the intermediation system and strengthen its capacity to link market needs with the training system. The Ministry of Employment will finance these projects and programs with the 309 million DH dedicated to employment. The total budget allocated to the Ministry of Employment and Professional Training for 2012 amounts to more than 1.06 billion dirhams.
