El Guerrouj promotes continuing education

Continuing education is now an essential lever for improving and strengthening national competitiveness, by enhancing skills at the level of each company, underlined Wednesday in Casablanca, the Minister Delegate to the Minister of National Education and Vocational Training, Abdelâdim El Guerrouj.
In a knowledge economy in perpetual development, due in particular to technological and market developments, Morocco must meet the challenge of competitiveness, the only guarantor of the continuity and growth of national businesses, he said on the sidelines of the Ordinary General Assembly of the General Confederation of Moroccan Enterprises (CGEM), adding that the competitiveness of our economic fabric can only evolve through training.
The Moroccan company, creator of wealth and jobs, is at the center of the national development process, and we rely on continuing education to strengthen its competitiveness, he continued.
To this end, a draft law regulating continuing education was presented by the Minister of National Education and Vocational Training, as part of the implementation of a comprehensive reform of the continuing education system and the implementation of Article 31 of the new Constitution, which enshrines the right of all citizens to continuing education.
This draft law, approved last week by the Council of Government, aims to develop continuing education through increasing the number of companies and employees benefiting (at least two days of mandatory training per year and per employee), in addition to expanding the areas covered by continuing education, he explained.
With regard to the management of continuing education, the draft law provides for the establishment of an efficient, flexible and more attractive governance system to promote the competitiveness of businesses and simplify the procedures for the social advancement of employees.
The draft law also provides for involving social actors in the management of continuing education and the resources allocated to it, the allocation of 30% of the revenue from the continuing education tax to the financing of continuing education operations, as well as the creation of a tripartite committee (local authorities, representatives of employees and employers) which will be responsible for applying the general directives and monitoring the objectives of the policy for developing employee continuing education.
