Employment and vocational training were on the agenda of the National Business Council of the General Confederation of Moroccan Enterprises (CGEM), held Monday in Casablanca in the presence of representatives of political parties who came to present their proposals on these two sectors.
The president of the employers' organization, Mohamed Horani, recalled the CGEM's 2020 vision, aiming to create 2.5 to 3.5 million jobs by the end of this deadline, specifying that this objective can only be achieved with a minimum average annual growth of 6.5% of GDP.
Only two of the 20 measures of the national pact for employment have been implemented
For his part, the president of the employment and social relations commission of the CGEM, Jamal Belahrach, outlined the main lines of the National Pact for Employment which, he said, calls for the mobilization of all actors, the definitive positioning of the company as a production actor, the raising of awareness among social actors and the abolition of the idea that unemployment is a fatality. "Only 2 of the 20 measures of this pact have been implemented and concern the implementation of new employment contracts and public funding of CNSS contributions," he said.

Karim Zaz, president of the vocational training commission within the CGEM, noted that only 0.3% of the 48 billion allocated to education is dedicated to vocational training. The CEO of OFPPT, for his part, specified that 250,000 young people are enrolled in the office's 350 establishments where they learn 240 trades.
Training modules are determined in consultation with economic operators and according to their needs and concern construction, textiles, ICT (37,000 graduates) and aeronautics (8,300 graduates in 2011).
