Civil Service: First SMIG Increase Applied Today

The government promised it and intends to apply it starting today: a 10% salary increase for civil servants. It will take effect from July 1st, 2008. This measure was adopted during the last government council, held last Thursday.

The increase will benefit civil servants, state agents, and local government employees. The government's offer also covers military personnel and low-income civil servants. It will be implemented in two stages, with the aim of improving the income of all salary categories by 2011. Thus, the SMIG (Guaranteed Minimum Wage), currently 1,800 Dh, will be increased by 5% this July, and by another 5% in July 2009, according to the government's commitment.

Other measures will accompany the increases, such as a reduction in the General Income Tax (IGR) and an increase in family allowances.

While the government "rejoices" in this measure, considered an "advance" in social dialogue, trade unions describe it as insufficient and insignificant.

"It's a government decision made unilaterally, without agreement with the unions, which nevertheless represent the workers," comments a union representative. "These measures do not meet the ambitions of employees," he continues.
