“Hakama”, jobs, literacy, and agriculture: The EU grants Morocco €186 million

The European Union (EU) granted Morocco a total of 1.86 billion dirhams (€186 million) on Thursday to fund four programs.
This donation first concerns the EU's support for the reform of public management and finance, through the “Hakama” program, with 841 million dirhams (€84.1 million). This four-year program aims to increase the efficiency and quality of public action and services, through more effective and equitable mobilization of public funding and the implementation of more efficient and transparent public, particularly budgetary, management.
The European Union's support for job creation and skills development, which will run from 2013-2016 and is endowed with 447 million dirhams (€44.7 million). It aims in particular to strengthen job creation in very small and medium-sized Moroccan businesses and to improve the quality of workers' skills.
Regarding the program to support the implementation of the national literacy strategy, some 391 million dirhams (€39.1 million) will serve the 11 regions most affected by illiteracy in Morocco, over a period of 4 years. This program aims to effectively improve the living conditions and economic, social and political participation of the most disadvantaged populations, by contributing to the implementation of the national strategy to reduce illiteracy and the integration of those who have learned to read and write.
Promoting the local agricultural advisory system
180 million dirhams (€18 million) of the European Union's donation will be used for the program to support the national agricultural advisory strategy, which will run for four years. Its objective is to help promote the local agricultural advisory system that meets the needs of small farmers and allows them to access locally available funding.
On this occasion, Mr. Boussaid specified that the last three programs are part of the “Aid to Partnership, Reforms and Inclusive Growth - Spring”. This new instrument set up by the EU for the southern region is part of the European Neighbourhood Policy, for a total envelope of more than 1 billion dirhams.
“The Spring program aims to respond to the urgent socio-economic challenges facing the Southern Mediterranean partner countries and to support them in this transition phase,” he said.
For his part, Mr. Joy noted that these four new donations demonstrate the EU's continued commitment to supporting Morocco consistently, in strengthening public governance and in promoting economic and social development.
“In the field of agricultural development, it will be a matter of promoting agricultural advisory services, an essential support service for small farmers,” he also specified.
