Vocational training must match the economic world (minister).

Vocational training must be in line with the economic world, stressed in Casablanca the Minister of Employment and Vocational Training, Abdelouahed Souhail.

Speaking at a meeting with members of the French Chamber of Commerce and Industry in Morocco (CFCIM) for the presentation of the new vision for labor legislation and vocational training, Souhail indicated that, for the first time in Morocco, the new Constitution has established as a right for all citizens, vocational training, considered as a strategic lever that aims to offer young people the necessary conditions to integrate them into the job market.

He added that the State, public institutions and local authorities are called upon to work to mobilize all available means to facilitate equal access for citizens to enjoy this right by guaranteeing them lifelong learning. Despite the progress made, the vocational training system still faces multiple constraints, he noted, indicating that this system suffers from low reactivity and flexibility, a still limited capacity, weak articulation with other education and training systems or constraints inherent in its governance.

To overcome these shortcomings and adopt the renovation axes to promote the establishment of an optimal, reactive and flexible system, Souhail said that the supervising ministry launched, after a broad consultation, the realization of a study to develop a "strategic vision for the development of vocational training by 2020".

Regarding labor legislation, the minister explained that the labor code, which came into force in 2004, is a great contribution to the management of the labor relationship both in its individual and collective dimension and to the improvement of the company's environment.

Souhail also highlighted public policies likely to materialize economic and social rights (right to employment, social protection, supervision, vocational training, work), respect for human rights in their civil, political, economic, social and cultural dimensions as well as sustainable development, respect for the principles and foundations of the rule of law. He subsequently advocated for the improvement of the legal framework for professional relations, including the preparation of a draft organic law on the exercise of the right to strike and a draft new law on professional unions.
