What emigration policy

"What emigration policy" is the main topic of the first session of Working Group II of the EuroMed Migration II project. The work started on Monday and will continue until July 19th in Marrakech, with representatives from all MEDA countries participating.
Initiated by the EU, in partnership with the National Agency for the Promotion of Employment and Skills (ANAPEC), this session will first open a debate on the content of an emigration policy by MEDA countries.

In a second part, the focus will be on the issue of mobility. This will be an opportunity for ANAPEC to present to the participating countries the main aspects of its cooperation project with the European Union, called "Institutional Support for the Circulation of Persons". This project's missions include better structuring international placement, notably through strengthening and specializing ANAPEC in this area, training migration candidates, and developing information and documentation on emigration for work purposes.

Regarding the EuroMed Migration II project, it aims to contribute to the development of a Euro-Mediterranean space for cooperation in the field of migration. It also aims to strengthen cooperation on migration to improve the capacity of MEDA partners to provide an effective, targeted, and comprehensive response to the phenomenon of migration in its various forms. This includes setting up mechanisms to promote legal migration opportunities, supporting measures to promote the link between migration and development, and strengthening activities to combat human trafficking and illegal immigration, and managing mixed flows.

Furthermore, speaking on this occasion, Mr. Andrea Guarnieri, project director and DG of the Europe-Aid Cooperation Office, recalled that European migration policy began in 1999 with the implementation of a program based on a participatory approach that demonstrated the responsibility of the EU and member states in respecting the freedoms and individual rights of immigrants. He also announced that this meeting will be an opportunity to adopt a global approach to the issue of legal migration and its relationship with development, but also to the issue of illegal immigration, in order to achieve unified policies in this area.

He also stressed the importance of strengthening cooperation and consultation between the countries concerned in this area. Mrs. Wafaa Benabdenabi, director of cooperation and development at ANAPEC, noted that this EuroMed project is an initiative to strengthen ties between Mediterranean countries in the areas of legal migration and socio-economic development. Mrs. Benabdenabi also highlighted ANAPEC's experience in the field of legal migration, describing it as a "promising" and "internationally recognized" experience.

The EuroMed Migration II project is in line with the first Euro-Mediterranean ministerial meeting on migration, held on November 18 and 19, 2007 in Portugal (Algarve), which approved a series of political and operational conclusions confirming the importance of concrete cooperation in the various areas of legal migration, migration/development, and illegal immigration.
