CNSS Board of Directors Notes Progress on Draft Unemployment Benefit Law

The CNSS Board of Directors has noted with satisfaction the progress made in drafting the unemployment benefit law.
A press release from the Ministry of Employment and Vocational Training indicated that the board meeting, held during its third ordinary meeting in August (10, 17, 24) in Casablanca, under the chairmanship of the Minister of Employment and Vocational Training, Jamal Rhmani, decided to call for an extraordinary meeting of the management and studies committee on August 29 "to study outstanding financial issues with a view to implementing this important project."
The statement adds that the board of directors examined a multitude of points in its agenda, concerning in particular the Mandatory Health Insurance (AMO), stressing that the members of the board of directors unanimously voted for the reorganization of the board's organizational chart, with the appointment of Mohamed Horani as representative of employers and Mohamed Alaoui as representative of employees, as well as the appointment of members of the management and studies committee and a person in charge of the board secretariat.
The minutes of the board meeting of February 2, 2011 were also approved by the board, alongside the review and approval of the results of the activities for 2010, as well as the review of debt recovery efforts, the approval of the revised budget for 2011 and the review of the fund's assets and the disposal of a number of real estate assets.
The statement adds that the board of directors unanimously approved, within the framework of the social dialogue between the government, trade unions and the General Confederation of Enterprises of Morocco, the increase in the minimum wage from 600 to 1000 dirhams, a measure that will benefit more than 82,000 people with an overall annual cost of nearly 290 million dirhams.
The board recommended the implementation of this measure from September 1, with retroactive financial effect from July 1, according to the agreement of April 26, 2011.
It was also decided to process the files of retirees from the Casablanca urban transport agency and their beneficiaries, under the allocation by the State of 177.4 million dirhams for this category, and recommended the financing of these benefits from September 1, 2011.
The eligibility conditions for old-age pensions were also examined, particularly the condition of 3240 insurance days, which was presented to the management and studies committee for further research, the establishment of a draft law to this effect by the Ministry of Employment and Vocational Training, and the approval of the extension of social and medical coverage to the traditional coastal fishing sector for 45,000 beneficiaries.
The board also approved the project to extend social and medical coverage to non-salaried transport personnel holding a professional card, benefiting 300,000 beneficiaries, which will be implemented following the parliament's approval of the draft revision of the social security law.
Regarding AMO, the board approved, at its meeting on August 24, the minutes of the board meeting of February 2, 2010, the integrated financial statements for 2010 and the revised 2011 budget, concludes the statement.
