Morocco Launches Several Initiatives to Address Employment and Fight Unemployment

Speaking at the 2nd Euro-Mediterranean Ministerial Conference on Employment and Labor, Mr. Rhmani stated that these measures include major reforms to the education and training system, as well as revitalizing the national labor market policy through programs such as "Idmaj," "Taahil," and "Moukawalati."
In addition to these programs, the Minister continued, the Kingdom has implemented targeted measures to mitigate the effects of the economic and financial crisis on businesses. He recalled, in this regard, the assumption of all contributions owed by businesses to the National Social Security Fund (CNSS).
He emphasized that all policies undertaken by Morocco in recent years have had a positive impact on reducing the unemployment rate, which has fallen significantly from 13.8% in 2000 to 9% in the third quarter of 2010.
As a member of the ILO and given its commitments resulting from its advanced status and its adherence to the overall framework of the Marrakech Conference, Morocco places the concept of decent work at the heart of its action and public policies, he said. He noted that almost all criteria measuring the state of decent work are now operational in the Kingdom.
Regarding the improvement of working conditions, Mr. Rhmani indicated that, while capitalizing on the successful results of the National Social Compliance Action Plan (PAN) launched in 2007, another plan aimed at improving working conditions (PNACT) in companies employing 10 to 50 employees was launched in early 2010.
He also specified that a National Institute for Working Life Conditions (INCVT) was recently created to promote training, information, and research in occupational safety and health.
Regarding the social security system, the Minister highlighted the measures taken, including medical coverage, family allowances, death benefits, maternity and disability benefits, survivor's pensions, as well as old-age, work accident, and occupational disease benefits.
Unemployment benefits are not yet covered, but a project for unemployment compensation is under development, he said, emphasizing that the Moroccan social protection system includes all social benefits provided for by the International Labour Convention on Social Security.
In this sense, he added that the reforms recently undertaken to strengthen the governance of social security and broaden its material and personnel scope have increased the number of private sector employees covered from 1,824,978 in 2006 to 2,380,000 in 2010.
Regarding the promotion of gender equality, and based on the achievements that have marked national legislation on the promotion of women's rights over the past ten years, Mr. Rhmani indicated that Morocco has initiated a medium-term strategic program in all policies of vocational training, work, employment, and social protection.
The second Euro-Mediterranean Ministerial Conference on Employment and Labor (November 21-22) is organized by the Belgian presidency of the European Union, with the objectives of integrating a genuine social dimension to increase and develop employment opportunities in the Mediterranean region.
