French plan to tax offshore calls abandoned

This sector employs almost 30,000 people in Morocco.

This is good news for Moroccan call center professionals! The French call center meetings, initiated by the Secretary of State for Employment, Laurent Wauquiez, have abandoned plans to tax offshore calls and to require disclosure of call origin.

Last July, Laurent Wauquiez caused great concern among industry professionals by announcing his intention to fight the outsourcing of services abroad. French President Nicolas Sarkozy later tried to reassure Morocco, stating that the call center meetings would not affect Moroccan jobs. With over 30,000 employees, the offshore call center sector in Morocco would have been significantly impacted by the French Secretary of State for Employment's "anti-delocalization" plan. This plan included plans to increase taxes on calls from foreign centers, financially favor companies that did not outsource, make a code of conduct mandatory for public companies (whose call centers would have to be located in France), and finally, to publish a list of companies using call centers abroad.

Morocco, the leading French-speaking destination for call center outsourcing, performed well in 2009. According to a study by the Ministry of Economy and Finance, call center revenue increased by 13% in 2009 compared to 2008. This growth strengthened in the first two months of 2010, with revenue estimated at 605.5 million dirhams, a 40.5% increase compared to the same period the previous year.
