Emergency Vocational Training Plan Projects on Schedule

The minister, speaking at a press conference presenting the 2008-2012 emergency vocational training plan and the 2010-2011 training year, highlighted that the plan's novelty is the strengthened partnership with professionals, particularly in key sectors like auto manufacturing, aeronautics, and textiles. New vocational training institutes will be created in these sectors.
He added that Morocco's vocational training system is being implemented according to its programs and objectives. Studies in industry, agriculture, crafts, tourism, and hospitality show a need for skilled workers.
The minister emphasized the importance of launching new programs, especially in renewable energies, once the 2008-2012 emergency plan ends.
Mr. Rhmani reviewed progress on the plan's eight projects. One project supports the National Pact for Industrial Emergence. This was strengthened by a 2008 agreement with Renault for a training center, and a partnership between the state and professionals for an aeronautics training institute, signed under King Mohammed VI.
Regarding hospitality sector needs (2008-2012), the minister noted the expansion of four training centers in Salé, Mohammedia, Saïdia, and Casablanca (66 million dirhams total cost). 21,284 graduates entered the workforce in 2008 and 2009, 108% of the hospitality sector's 2012 human resources contract targets.
In agricultural apprenticeship training, 11,632 graduates (2,097 women) were produced in 2008 and 2009. A new apprenticeship training center (CFA) was created in Imzouren, Al Hoceima.
In craft apprenticeship training, 4,271 graduates (2,025 women) were produced in 2008 and 2009. Six SEGMA were created under the 2009 Finance Law.
The project developing professional licenses through university-vocational training partnerships involved an agreement between the Ministry of National Education, Higher Education, and Scientific Research and the Ministry of Employment and Vocational Training.
Regarding regulating public and private training, the minister cited a procedural manual created by the Ministries of Economy and Finance, and Employment and Vocational Training.
On the re-engineering of the vocational training system using a competency-based approach (APC) and streamlining training durations, Mr. Rhmani noted the development of necessary guides and 2009 job/profession directories (REM) and job/skill references (REC) in three priority sectors (tourism-hospitality, textiles, and ICT).
For improving employability of at-risk youth (2008-2012), the minister highlighted 41,343 beneficiaries, 116.5% of the objective.
Regarding the 2010-2011 school year, Mr. Rhmani indicated that 30 new public sector training centers were created in various development sectors.
The minister noted that efforts to develop training and optimize capacity led to a continuous increase in trainees, reaching 345,730 in 2010/2011 compared to 251,606 in 2007/2008, a 37% increase.
Mr. Rhmani stated that the Office of Vocational Training and Labor Promotion (OFPPT) has 310 establishments, with 13 more opening in 2010-2011.
