Moroccans establish unemployment benefits

Moroccan Minister of Employment and Social Affairs, Abdesslam Seddiki, recently announced the creation of an unemployment benefit system (IPE) to be implemented in Morocco starting January 2014. Employment and Social Affairs.
According to the Togolese website icilome.com, which relayed the information, the 2014 finance law has allocated 700 million DH to the IPE, with the goal of "temporarily supporting low-income families."
Mr. Seddiki also specifies that "the IPE will not be generalized, and beneficiaries must meet specific criteria. It will be granted for only 6 months at 70% of the average salary over the three years of work and based on a contribution of 700 days to the CNSS. The fund will be financed by employer and government contributions, as well as a portion paid by the employee."
It is worth recalling that the idea of an IPE in Morocco was first raised in 2000. "After social dialogue, the state had decided to allocate only 250 million DH. A budget deemed insufficient by the General Confederation of Moroccan Enterprises (CGEM), which refused to accept this direction under such conditions, because the IPE mechanism risked being in deficit after the second year of its implementation..." With the new version, the CGEM believes that "this compensation will allow the development of the employability of Moroccan employees, as well as the fluidity of the labor market."
