Continuous Work Hours or Tagine?

Six years after its implementation, continuous work hours in government offices are far from fully established. Absenteeism, and abuse by civil servants; the irregularities noted by the Ministry of Modernization of Public Sectors (MMSP) during a recent evaluation are significant and numerous. For Minister Saad El Alami, the decree itself instituting continuous work hours is the main cause. A thirty-minute lunch break is insufficient, according to the minister, in addition to the fact that the decree does not clearly specify the time frame during which civil servants are entitled to this break, and finally, the text says nothing about the need to ensure continuous service.

According to the evaluation conducted by the MMSP and revealed by the minister himself to the councilors during a question period on Tuesday, May 24, the half-hour break is rarely respected and very often, between noon and 2 p.m., many administrations are deserted. Mr. El Alami pushes the analysis further by believing that continuous work hours can only succeed if Moroccans decide to change their lifestyle and eating habits. "As long as Moroccans insist on eating tagine at noon and taking their siesta, don't expect continuous work hours to succeed; it's better to return to classic schedules," he admitted to the elected officials. But regarding tagine, the minister failed to mention that in countries that have opted for continuous work hours, employees are still entitled to an on-site catering service or, at worst, a meal voucher system. In any case, to remedy this, the minister first proposes to amend the decree by extending the lunch break to one hour instead of 30 minutes and explicitly specifying the time frame.
