Morocco: AfDB lends 116 million euros for training and employment

RABAT, Morocco, July 30, 2013/African Press Organization (APO)/ – Nizar Baraka, Moroccan Minister of Economy and Finance, and Amani Abou-Zeid, resident representative of the African Development Bank Group (AfDB) (http://www.afdb.org) in Morocco, signed a loan agreement on Friday, July 26, 2013 in Rabat, for an amount of 100 million units of account (approximately 116 million euros), to finance the Program to Support the Matching of Training and Employment (PAAFE).

The agreement aims to support reforms of the Moroccan education and vocational training system, in order to optimize the employability of young people and to match training opportunities with the job market. This program should directly benefit 880,000 secondary school students, 510,000 university students, 370,000 vocational training interns, 30,000 unemployed people without qualifications, as well as companies in the targeted professional sectors.

On the sidelines of the ceremony, letters of agreement were also signed for two grants from the multi-donor trust fund:

• A grant to the Ministry of Employment and Vocational Training, of 300,000 units of account (approximately 344,000 euros), to finance a technical assistance project to identify skills needs in the construction and public works sector. The project aims to improve the training plan, develop a directory of jobs/trades and job/skills references, and implement a capacity building plan for the National Federation of Building and Public Works (FNBTP). This assistance will benefit approximately 60,000 graduates each year.

• A grant to the Ministry in charge of Relations with Parliament and Civil Society, of 290,000 units of account (approximately 335,200 euros), to finance a technical assistance project for national dialogue on the new constitutional roles of civil society. This grant will help put in place legislation regulating the intervention of civil society in the public sphere – to promote participatory democracy.

The signing ceremony took place in the presence of Driss El Azami El Idrissi, Minister Delegate to the Minister of Economy and Finance in charge of the Budget, Lahcen Daoudi, Minister of Higher Education, Scientific Research and Training of Executives, Mohamed El Ouafa, Minister of National Education, Abdelouahed Souhail, Minister of Employment and Vocational Training, and El Habib Choubani, Minister in charge of Relations with Parliament and Civil Society.
