Morocco: The Economic and Social Council (CES) adopts the report on "Youth Employment" and its action plan for 2012.

The Economic and Social Council (CES) adopted on Thursday during its tenth ordinary session, the report on "youth employment", the action plan and the budget of the Council for the year 2012, in addition to the presentation of a report on the economic, social and environmental situation.
Speaking at the opening of this session, held in Rabat, the president of the CES, Chakib Benmoussa gave an overview of the main stages relating to the development of the report on "youth employment" since its presentation at the 9th session, emphasizing the importance of the debate and the proposals of the members of the Council in enriching this document.
The report on "youth employment", the main lines of which were presented by Mohamed Titna Alaoui, president of the commission of social affairs, training, employment and sectoral policies at the CES, recognizes that the issue of youth employment is complex and requires long-term structural reforms in relation to the dynamics of the private sector and the economic growth model, the adequacy of the education and training system with the world of work and the regionalization of employment policies.
Ten measures are thus proposed to provide answers that can help restore confidence to many young people. They concern the regulation of the labor market, action on the supply and demand for employment and the adjustment of regulations.
The Council recommends, in this regard, the revision of the governance of the employment promotion system in the sense of overall coherence, the territorialization of policies, the involvement of actors and the accountability of implementing structures. It also considers that self-employment and the creation of very small businesses represent a significant source of employment that should be encouraged through a specific policy. The Council also emphasizes the need to improve the regulatory framework to encourage the creation of decent employment in certain sectors.
Regarding the CES 2012 action plan, Mr. Benmoussa indicated that it is an "ambitious and coherent" plan that covers all aspects relating to the Council's attributions, calling for the mobilization of all CES members to ensure its implementation. This action plan provides for the continuation of the implementation of the projects launched by the CES in 2011 and which focuses in particular on the coherence between sectoral policies and the governance of public services, the green economy and the integration of young people through culture. It also provides for the examination of other issues relating in particular to the tax system, economic development and social cohesion, public procurement, training, the protection of the elderly and pension fund reform.
The Council also plans to organize in 2012 several seminars, workshops and national and international meetings on themes relating to "the social charter", "food security", "training-employment matching" and "the future of the city within the framework of regionalization". In addition, the commission responsible for the analysis of the economic situation presented a report on the economic, social and environmental situation. This report highlights the existence of structural weaknesses in the national economy, including low competitiveness, external trade imbalance, insufficient job creation and the budget deficit.
In this context, the report emphasizes the main points of vigilance relating to risks to growth prospects, balance of payments imbalances, social peace and conflict prevention, social deficits, particularly in terms of access and quality of education-training and health systems and in terms of reducing social and territorial inequalities, as well as risks related to environmental protection.
