Emergence Plan: 100,000 jobs created since 2009

The automobile, aeronautics and offshoring sectors have evolved very favorably. Exports from the six global trades increased by an average of 11% per year. Significant delays in training.
There are many important annual meetings throughout the year for the business world. But for many economic operators, the "3rd Industrial Summit", held on Wednesday, February 21st in Tangier, was one not to be missed. Not because major announcements were expected, but because the meeting provided an opportunity to take stock halfway through the National Pact for Industrial Emergence (PNEI) signed in 2009. This is a complex task because this strategy involves no fewer than 6 sectors of activity, including 4 of Morocco's Global Trades (MGTs): offshoring, automotive, aeronautics and electronics, and the two traditional global trades: textiles/leather and agri-food.
One of the biggest successes in recent years is undoubtedly the establishment in the Melloussa industrial zone in Tangier of the Renault group, which has attracted a host of suppliers, including Snop, Valeo, Takata, Denso and Saint Gobain. The French group invested one billion euros (11 billion DH) in this factory dedicated to the Lodgy family car and the Dokker utility vehicle.
A few days ago, the Canadian company Bombardier, the world's third largest aircraft manufacturer, started operations at its site located in the Nouaceur Aerospace City integrated industrial platform (P2I), which required an investment of $200 million.
Competitiveness remains a major concern
Equally satisfactory is the performance of offshoring, which in recent years has been one of the major job creators in the economic fabric. The sector, which relies on sites such as Casanearshore and Technopolis (Rabat), has attracted 17 companies from the 50 most successful French IT services companies, and several projects have been carried out by other foreign and national investors.
According to the services of the Ministry of Trade, Industry and New Technologies (MCINT), more than 100,000 jobs have been created by the six MGTs since the signing of the PNEI. Their exports (excluding services) have also increased by an average of 11% over this period, largely thanks to the automotive and aeronautics sectors.
In cooperation with professional organizations, the State has implemented a range of specific and cross-cutting measures to support all sectors and improve the business climate. The P2Is and the rehabilitation of industrial zones are part of the same logic.
Officially, satisfaction is in order. However, the Ministry of Industry is aware that behind the positive figures there is still a great deal of work to be done, particularly in terms of training and the concrete implementation of decisions to improve competitiveness.
