El Jadida: Partnership agreement on human resources development

A partnership agreement on human resources development was signed Tuesday in El Jadida between Resort CO, responsible for building the Mazagan tourist resort in El Hawzia in the province of El Jadida, the National Agency for the Promotion of Employment and Skills (ANAPEC), the Office of Vocational Training and Labor Promotion (OFPPT) and Chouaib Doukkali University.

This agreement, which covers a three-year period, is part of efforts to meet the needs of the new Mazagan resort in terms of human resources.

It was signed by the CEO of Resort Co, Mr. Patrick Sionneau, the CEO of ANAPEC, Mr. Hafid Kamal, the CEO of OFPPT, Mr. Larbi Bencheikh and the President of Chouaib Doukkali University, Mr. Mohamed Kouam.

Under this agreement, ANAPEC undertakes to provide support to Resort CO in its recruitment policy to meet the needs predefined by the group, indicates a press release.

This support revolves around several areas, namely contributing to the financing of contract-based training (à la carte training) allowing Resort Co to provide additional training to adjust the profiles of people to be recruited to the positions to be filled and keeping Resort Co informed of all current and future measures to encourage and incentivize businesses to recruit.

OFPPT, for its part, will support the group in its policy of developing the skills of future employees, within the framework of initial, advanced or retraining programs set up by the organization.

Chouaib Doukkali University, for its part, will anticipate, through this partnership, the economic changes in the local employment market by creating and adapting training courses to meet the needs of Resort Co in human resources from higher education.

Speaking on this occasion, Mr. Sionneau indicated that the signing of this agreement illustrates the common desire of the various partners to contribute to the tourist development of the city of El Jadida through the training and qualification of human resources, which remain an essential link in the socio-economic development of the country.

To provide a quality product, it is now necessary to train human resources who possess both savoir-faire and savoir-être, he estimated.

For his part, the CEO of OFPPT emphasized that this agreement reflects the participation of all stakeholders in the sector in the development of human capital, noting that the Office has implemented an action plan to support Vision 2010, which includes the creation of specialized hospitality and tourism establishments near seaside resorts.

For its part, the CEO of ANAPEC, highlighted the important role of qualified human resources in the economic development of the region, indicating, however, that the Agency intends to conduct prospective studies to define the needs for human resources and training for companies wishing to recruit skills in Morocco.

This signing ceremony took place in the presence of the Minister of Employment and Vocational Training, Mr. Jamal Rhmani, and the governor of the province of El Jadida.

The first phase of the Mazagan tourist resort, developed and managed by Kerzner International, will require a budget of 350 million dollars and will be built on a 324-hectare coastal site (once completed, the resort will cover 514 hectares).
