Supporting the job market is a top priority of the 2013 Finance Bill (PLF), through the growth of very small businesses (VSEs), the promotion of self-employment, and the development of the social economy.
The promotion of employment is a social sector favored by the government, which will continue its recruitment efforts to support sectoral strategies, with the creation of 24,340 budgetary positions, more than 50% in social and local sectors, and a reduction in the unemployment rate to 8% by 2016.
The government aims to enrich the contribution of economic growth in terms of employment, through better selectivity in the choice of investments that create wealth and jobs and improving the qualifications of young people.
The government is planning a restructuring of the IDMAJ program, allowing young graduates to develop their professional skills through their first experience and for businesses to enrich their human resources to improve their competitiveness. This program will integrate 60,000 job seekers within the framework of the Improved Integration Contract (CIAM) and the Professional Integration Contract (CIP).
The government also plans to launch a new program, +TAATIR+ (Mentoring), aimed at people without professional experience or those needing technical training in specific fields and mentoring.
The program, which primarily targets graduates who have been unemployed for a long time, mainly due to a mismatch between their training and the needs of the job market, aims to retrain nearly 50,000 beneficiaries per year, notably through the implementation of an incentive system of merit-based scholarships.
For non-graduate job seekers, special counters are planned to guide them towards an apprenticeship training system and to allow them to benefit from the services offered by the National Agency for the Promotion of Employment and Skills (Anapec), particularly in terms of job search techniques.
The Finance Bill for 2013, which was presented on Wednesday in plenary session before both houses of parliament, is based on the Royal High Guidelines, contained in the Throne Speeches and the King and People's Revolution of July 30 and August 20, 2012, and the government program.
