According to the High Commission for Planning, the unemployment rate in the first quarter of 2013 reached 9.4%, compared to 9.9% for the same period last year (2012).
Indeed, between the first quarter of 2012 and the same period in 2013, 99,000 jobs were created, resulting from the creation of 126,000 paid jobs and a loss of 27,000 unpaid jobs. New job creation mainly concerned services (243,000 positions) and industry (20,000 positions). Job losses were observed in the "agriculture, forestry and fishing" sectors (100,000 positions) and construction (56,000 positions). In the services sector, the branches that mainly contributed to job creation are "personal and domestic services" (89,000 positions), "commerce" (100,000 positions) and "administration and social services provided to the community" (50,000 positions). On the other hand, "land transport" and the "hotels and restaurants" sector are the main branches that recorded job losses in this sector, with 15,000 and 11,000 jobs lost respectively.
Consequently, the number of unemployed people decreased by 53,000 and the unemployment rate decreased by 0.5 points (-0.7 points in urban areas and -0.4 points in rural areas). The largest decreases in this rate were recorded among young people aged 25 to 34 (-1 point) and graduates (-0.9 points). The underemployment rate also decreased by 0.7 points.
Decrease in both unemployment and underemployment
The active population unemployed decreased by 4.7% nationally, falling from 1,130,000 in the first quarter of 2012 to 1,077,000 unemployed in the same quarter of 2013, a decrease of 53,000 unemployed (-31,000 in urban areas and -22,000 in rural areas). Consequently, the unemployment rate fell from 9.9% to 9.4% between the two periods. By place of residence, it fell from 14.4% to 13.7% in urban areas and from 4.8% to 4.4% in rural areas. The largest decreases in the unemployment rate were observed in urban areas, among adults aged 25 to 34 (-1.3 points), women (-1.2 points) and those with a diploma (-1.2 points); and in rural areas, among young people aged 15 to 24 (-1.1 points).
Regarding the profile of the unemployed active population, four out of five unemployed (78.1%) are urban dwellers, two out of three (64.0%) are young people aged 15 to 29, one in four (25.9%) has a higher education diploma, one in two (50.5%) is a first-time job seeker and nearly two out of three (65.5%) have been unemployed for more than a year. The highest unemployment rates are revealed among young people aged 15 to 24 (19.5%) and among graduates (16.5%).
Furthermore, the main circumstances that led the unemployed to find themselves in a situation of unemployment are:
- "cessation of the employer's activity or dismissal" (27.2%);
- "end of studies following the obtaining of a diploma" (20.6%);
- "end of studies without obtaining a diploma" (14.2%).
