Tunisia: UTICA's strategy for job creation

After a year of work, UTICA, the Tunisian Union of Industry, Commerce and Crafts, has published its new economic strategy dedicated to job creation and growth in all regions of the country by 2020.
The "UTICA Tunisia 2020 Vision" is work done by members of the employers' central economic and social commission, with the participation of business leaders and national experts. Through this strategy, UTICA discusses its own economic and social program under the title: "Competitive companies for more growth and employment".
This strategy revolves around five specific objectives: valuing work, mobilizing the country towards growth, more serenity in the social environment, a new tax system and reorganizing labor relations.
To achieve the first objective, it is essential to value the entrepreneurial spirit, make the image that society has of the business leader positive and anchor the economic principle that only a competitive company creates sustainable employment. In addition, the principles of freedom of work and entrepreneurship must be enshrined in the Constitution, specifies a document published by the TAP agency.
In order for the whole country to mobilize for its growth, it is necessary to establish economic regulations, taxation and an incentive system, a financing system that encourages the creation of new businesses, the growth of existing businesses and job creation.
UTICA proposes the establishment of a partnership framework "Ministry of Finance-UTICA" to manage the development of the new tax system to be implemented on January 1, 2014. This system must not burden the cash flow of micro-businesses with excessive withholding tax and guarantee the principle of neutrality of VAT (value added tax). A call is launched at this level to transform the administration into a competitiveness factor for the Tunisian economy. This tax system must also encourage good governance, transparency of businesses, investment and the creation of new businesses and promote job creation.
In the area of ??work organization, the "Tunisia 2020" economic strategy proposes four axes closely linked, namely the relaxation of the employment contract, the implementation of a system of unemployment insurance and reintegration, a policy of maintaining the skills of human resources throughout their working lives as well as the launch of a national intermediation network on the employment market.
This new model of work organization, as well as the definition of a new wage policy and the commitment to an efficient and sustainable social protection system, are elements of the tripartite social contract currently under negotiation between UTICA and the government.
