Tunisia/Employment: New Approach Starting December 17

Tunisia aims to create 100,000 jobs by the end of this year. To this end, the Ministry of Vocational Training and Employment has launched several measures to strengthen the job market and combat unemployment.

Among the programs launched by the ministry, a key initiative is the development of a national employment strategy to be announced on December 17, 2012. Based on recommendations from the national employment conference held on June 28-30, 2012, this strategy proposes significant structural reforms to implement a new employment policy.

To this end, a group of experts has been tasked with developing this strategy, taking into account data related to the new development model and a new regional employment policy, as well as employment, the education and training system, labor relations, reform of active employment programs, business structuring, and the informal sector.

Implementation of this strategy will span four years (2014-2017). It will take effect after the completion of the urgent employment promotion program at the end of 2013.

Job Market in Numbers!

According to the latest figures released by the Ministry of Vocational Training and Employment, job market indicators showed slight improvement from January to July 25, 2012, compared to the same period last year. The latest development is a drop in unemployment to 17.6% of the active population. This improvement concerned recruitment, job offers, and the number of contracts signed under active employment programs.

Job offers increased by approximately 15.2%. The number of offers received by employment and self-employment offices reached 61,679 from the beginning of 2012 to July 25, an 8% increase compared to the same period in 2011. The number of new job offers for higher education graduates reached 7,281.

As for the number of projects studied by employment services, it reached 3,887 by July 25, 2012, while those followed and supported reached 1,182. 3,016 small investment projects were also financed.

Regarding job applications, the number of applicants registered with employment and self-employment offices was 211,710 by July 25, 2012, a 25% decrease compared to the same period last year. Similarly, the number of unemployed higher education graduates registered with employment offices exceeded 155,000, a 24% decrease compared to 2011.

It is clear that the various parties involved must accelerate the execution of major projects, guarantee labor rights, and find urgent solutions, including reforming employment programs and promoting recruitment abroad.

Recruitment of 17,775 Tunisian Cooperators Abroad
According to the Tunisian Agency for Technical Cooperation, some 1,775 Tunisian cooperators, including 188 first-time job seekers, were recruited between January and August 2012. The number of Tunisian cooperators abroad during the same period in 2011 was 1,272 and 1,146 in 2010. The 2012 recruitments were mainly from Arab countries, with 1,481 recruits. The targeted fields were education, health, commerce, and marketing.

According to the same source, European countries made 144 recruitments in fields such as health, education, and administration. 77 recruitments were recorded for the Americas and Australia in education and administration.

Among Arab countries, the Sultanate of Oman leads in attracting Tunisian expertise, with 468 cooperators, mainly in secondary education.

The agency also announced that 133 candidates recruited by Saudi Arabia and Qatar, including 113 nurses and health technicians, received additional training in medical English before taking up their posts abroad.
