Towards a National Strategy and National Action Plan for Promoting Youth Employment

Text: The Minister of Employment and Vocational Training, Abdelouahed Souhail, announced Thursday in Rabat that his department is currently working on developing a national strategy and a national action plan to promote youth employment, with technical support from the International Labour Organization.
Speaking at a national conference on the challenges of employability in Morocco, organized by the Economic and Social Council (CES), Mr. Souhail indicated that his department is preparing new measures to promote employment in order to ensure that the potential of job seekers matches the needs of businesses, to support direct integration within companies, to improve the governance of the labor market and to strengthen the role of the region in promoting employment.
The Ministry of Employment and Vocational Training aims to mobilize the necessary resources for the creation of a national observatory and a national computer system on the labor market, in order to guide and supervise employment policies and to provide stakeholders in this field with precise data to inform themselves about job applications and offers, he added.
For his part, the president of the CES, Chakib Benmoussa, stressed that the theme addressed by this conference is of particular importance, especially for young people, adding that the training of a qualified workforce is undergoing profound transformations due to the development of technologies and the strong competition in the sector.
Reducing the unemployment rate among young people, the training/employment equation, combating the fragility of employment among young people and preserving existing jobs are all challenges that must be met to improve employability, estimated Mr. Benmoussa.
For his part, the Minister of Higher Education, Scientific Research and Training of Executives, Lahcen Daoudi, stressed that the issue of employment has an international dimension and is a consequence of globalization.
The delay in adopting job-creating industries and the dependence on tourism revenue, foreign investment and transfers from Moroccans residing abroad have led to the phenomenon of unemployment, the minister continued, recalling that Moroccan exports cover only 45% of imports.
To remedy this situation, it would be necessary to ensure that training is adapted to the needs of the labor market, he indicated, adding that Morocco needs executives and skills.
In the absence of a growth rate of more than 6% to 7%, it is impossible to solve the problem of employment, the minister argued.
As for the Secretary General of the Higher Council of Education (CSE), Abdellatif Moudeni, he noted that employability directly refers to the duality of Training-Employment, which requires the combined efforts of all parties concerned and appropriate responses.
The success of the educational reform by guaranteeing the schooling of children and providing young people with university training adapted to the needs of the economic and social fabric is one of the ways to solve the problem of employability, he added.
The CSE can contribute, as a force of suggestion, to the development of strategies and programs for the reform of the national system of education, training and scientific research while ensuring its adequacy with professional life, indicated Mr. Moudeni.
