Tunisia – Regions: Meeting of the Siliana Regional Employment Council

The Siliana Regional Employment Council met on Monday, March 2, under the chairmanship of Mr. Slim Tlatli, Minister of Employment and Youth Professional Integration.
The report on employment in Siliana, presented at this meeting, shows that the year 2008 was marked by the dynamism of the industrial sector, particularly the clothing industry, which saw the creation of 2246 jobs.
Projects to create and expand industrial units and marble and stone quarries generated an additional 500 jobs.
The agricultural sector recorded a 16% increase in investments, contributing to the creation of 312 jobs.
The number of new projects increased by 23%. Furthermore, hiring related to forestry work and water and soil protection saw a significant increase.
Separately, 349 self-employment projects were created with the support of the Tunisian Solidarity Bank.
As for the National Employment Fund 21-21, it contributed to the training and upgrading of 5148 beneficiaries, including 303 university graduates.
At the meeting, Mr. Tlatli reviewed the opportunities offered to the regions thanks to the new reform of the active employment policy, which takes into account their specificities and strengthens their prerogatives in accordance with program contracts established with the Regional Councils.
The reform comes at a time when Tunisia has succeeded in strengthening the economy's ability to create jobs despite a difficult global context, achieving an annual average of 80,000 jobs created, covering 90% of additional demands, the minister continued, adding that in 2008, 36,000 jobs were initiated for university graduates.
Mr. Tlatli reviewed the objectives of the new employment program for long-term unemployed university graduates.
Meetings with professional organizations were organized to define the methods for implementing this program.
The employment offices in the regions have already received preliminary lists of the targeted individuals, totaling 16,000 job seekers.
Regarding the employment challenges, the minister noted, in particular, the continued increase in additional demands and the change in their structure, since 55% of these additional demands currently come from university graduates.
He also mentioned the potential repercussions of the global economic crisis on employment in certain export sectors linked to international markets.
Faced with this economic situation, the President of the Republic recommended maintaining vigilance and supporting businesses to preserve the pace of their activity in terms of production, export, and job creation, the minister recalled.
He added that the Head of State recommended developing a strategy to promote the quality of services provided by employment offices.
In this context, a call center was created to provide information and guidance to job seekers, as well as mobile employment offices in delegations not covered by the network of employment and self-employment offices.
The minister's visit to Siliana also provided an opportunity to learn about an automotive cable factory and the regional labor center.
Mr. Tlatli also learned about the activities of the regional directorate of employment and youth professional integration, the employment and self-employment office, and the initiative space in Siliana.
