Tunisia: New mechanisms to boost employment

In response to presidential measures taken at the January 2, 2009 ministerial council to improve the efficiency of the various mechanisms implemented to promote employment, the Head of State signed a decree on Monday, February 9, restructuring the interventions of the National Employment Fund (FNE) and the conditions for benefiting from its intervention programs.
These six programs offer better integration prospects for job seekers of different educational and training levels, as well as for those laid off for economic reasons and small business promoters.
The action will focus on reducing unemployment and achieving a better rate of integration into professional life, particularly in the private sector, through these programs that take into account the specificities of the categories concerned and the opportunities for integration offered while simplifying the procedures for benefiting from them.
The six programs target, in particular, university graduates in fields that are difficult to integrate into the job market, long-term unemployed people, job seekers without higher education diplomas, and unemployed people wishing to start their own projects.
These programs include internships to introduce to professional life, integration contracts for university graduates, initiation and integration contracts, contracts for reintegration into working life, support programs for small business promoters, and employment-solidarity contracts.
Internships to introduce to professional life
Internships to introduce to professional life are available to holders of a higher education diploma for six months within the framework of an internship not exceeding one year with an allowance of 150 dinars.
Beneficiaries can follow complementary training courses during their internship in host companies at the expense of the state, with a maximum of 200 hours of training. The company, for its part, undertakes to recruit at least 50% of the interns.
Integration contract for university graduates
The integration contract for university graduates is aimed at holders of a higher education diploma who have been unemployed for three years from the date of obtaining the diploma.
In this context, a list of targeted people will be drawn up each year by the National Agency for Employment and Self-Employment (ANETI) through a contract for a maximum duration of one year based on a special training contract between the host company, the intern and the ANETI.
ANETI will cover the training costs up to a maximum of 400 hours with an allowance of 150 dinars.
The intern residing outside the governorate where the host company is located will receive an additional allowance of 50 dinars throughout the contract period.
At the end of the internship, the host company undertakes to recruit the intern under an integration contract for university graduates and receives a recruitment bonus of 1000 dinars paid after one year of effective work.
Initiation and integration contract
The initiation and integration contract allows job seekers without a higher education diploma to acquire professional skills in areas where there is a shortage of manpower.
The objective is to take advantage of job opportunities offered by private companies in these areas.
An insertion and upgrading contract of a maximum duration of one year will be signed within the framework of this program between the host company and the intern.
The state will cover the training costs up to 400 hours with an allowance of 80 dinars per month.
The company, for its part, is required to pay a supplementary allowance during the internship period and undertakes to recruit the interns at the end of the internship.
Upgrading and integration contract
The upgrading and integration contract allows job seekers without a higher education diploma to acquire professional skills in areas where there is a shortage of manpower.
The objective is to take advantage of job opportunities offered by private companies in these areas.
An insertion and upgrading contract of a maximum duration of one year will be signed within the framework of this program between the host company and the intern.
The state will cover the training costs up to 400 hours with an allowance of 80 dinars per month.
The company, for its part, is required to pay a supplementary allowance during the internship period and undertakes to recruit the interns at the end of the internship.
Contract for reintegration into working life
The contract for reintegration into working life benefits permanent and temporary employees who have lost their jobs for economic or technical reasons, or following the sudden and illegal closure of companies, as well as employees who have worked for at least 3 years in the same company that laid them off.
The contract for reintegration into working life is concluded between the company and the job seeker in question for a period not exceeding one year.
The state will cover the upgrading costs of the beneficiaries, in accordance with a specific training program that is the subject of an agreement with the host company.
The duration of this program must not exceed 200 hours. A monthly allowance is granted to the beneficiary throughout the duration of the contract, amounting to 200 dinars.
Similarly, the host company is required to grant a supplementary monthly bonus to the beneficiary.
Support program for small business promoters
The support program for small business promoters wishing to create small projects provides support for these promoters during the various stages of project implementation through training, consultation and support.
The state undertakes to organize upgrading sessions for promoters in order to help them realize their project ideas based on their skills and professional experience for a maximum duration of 200 hours.
The state also covers training expenses in management for 120 hours as well as the cost of additional technical training for 400 hours.
Those concerned can carry out practical internships in companies for one year to acquire the necessary professional and practical skills to carry out their projects.
The state also covers the cost of technical assistance. During the internship and training period for one year, and during the first stage of project creation, the state grants a monthly allowance of 150 dinars to graduates of higher education and 80 dinars to those with other levels of education and training.
The selection of candidates for the creation of small businesses is carried out among job seekers who have followed training in project creation.
Employment-solidarity contract program
The Employment-solidarity contract program aims to facilitate the integration of job seekers from different levels of education and training into working life, within the framework of annual contract programs concluded between regional councils, ministries and the structures concerned.
This contract determines the type of intervention, the targeted categories, the number of beneficiaries and the cost of the program.
Beneficiaries of this type of contract, among holders of a higher education diploma or equivalent, receive a monthly allowance ranging from 150 to 250 dinars, for a maximum period of 3 years.
Furthermore, a monthly allowance of 130 dinars is granted to beneficiaries with primary or secondary education level.
