Agriculture and fishing, the engine of the Tunisian economy with 15% of GDP, 10% of exports and employing 20% of the active population, will have to face a variety of challenges through the rehabilitation of the workforce in the agricultural sector. It is more than ever an imperative to promote it and increase its growth model in order to meet the country's food needs in terms of quality and quantity and to increase its capacity to create wealth and exports.
To do this, it has become essential to devote increased effort to agricultural training in order to develop the capacities of human resources in charge of agricultural development and to make up for the lack of skills and qualified labor. In this perspective, a national conference on the theme: "The reality and prospects of vocational training in the agriculture and fishing sectors" was recently held at the initiative of the Tunisian Union of Agriculture and Fisheries (Utap) in order to deepen reflection on ways to promote vocational training in the fields of agriculture and fishing. A timely opportunity to enrich national orientations and programs in vocational training in this sector, which actively contributes to the state's efforts to diversify economic activity, boost the pace of project creation and promote employment, it was affirmed.
Indeed, the promotion of the agricultural vocational training system depends on the upgrading of specialized centers, in order to meet the needs of professionals for qualified skills and to provide training in line with the changes and challenges facing the agricultural sector. To this end, Tunisia has adopted a strategy for reforming the entire production system with a comprehensive upgrading program aimed at improving the productivity level of agricultural activities. In this framework, measures and programs capable of strengthening its performance have been put in place. The aim is to train some 20,000 young people, an objective that should be achieved in coordination with all the bodies concerned and especially by making vocational training centers centers of excellence that could help support the competitiveness of the Tunisian institution and attract foreign investment.
Moreover, the presidential decision to promote the employment of 300 higher education graduates (agricultural engineers, veterinarians and senior technicians) in cooperative societies and agricultural development groups demonstrates the government's concern to further enhance agricultural products and strengthen the competitiveness of this product based on a qualified and competent human resource. To date, 70 executives have been employed out of 150 planned for 2010.
Thanks to the job opportunities offered in the agricultural sector (workers, qualified technicians, executives and senior executives), whether for salaried or independent work, the Ministry of Vocational Training and Employment is committed to supporting investors in the field of vocational training and providing them with various programs and mechanisms. This action is part of the tripartite agreement, signed in March 2010, by the Ministry of Vocational Training and Employment, the Ministry of Agriculture, Water Resources and Fisheries and the Utap to promote partnership between state structures and professionals. It should be recalled in this respect the program to upgrade the vocational training system, knowing that a grant of 200,000 euros was granted by the AFD to support this program.
In this regard, a program is being implemented jointly by the Ministry of Vocational Training and Employment and the Ministry of Agriculture, Water Resources and Fisheries to help a number of agricultural engineers launch their cattle breeding and fodder production projects. 27 graduates benefited from this program with the support of the National Employment Fund.
On another level and in order to develop a culture of partnership between the various stakeholders, agreements have been signed in bilateral or multilateral form. A strategic approach will mark new steps to be taken by the agricultural sector on the path to success and to enrich the achievements made thanks to the specific incentives put in place to promote agricultural production, improve productivity and the competitiveness of various products. This requires the development of a mechanism for evaluating the content of needs and skills sought to have mobility in terms of orientation: according to the trends in demand from the sector's sectors, review training in centers and moderate them accordingly.
