Morocco: The only African and MENA country selected by the OECD for a country program

The OECD country program will cover several areas including investment, trade and globalization, public governance, territorial development, taxation, education, social inclusion and employment, and tourism.
A memorandum of understanding for the implementation of the Morocco-OECD country program was signed on Monday in Paris by the head of the Moroccan government, Abdelilah Benkirane, and the Secretary-General of the Organization, Angel Gurria. Morocco is the only African and MENA (Middle East and North Africa) country selected by the OECD to benefit from this program, lasting two renewable years, which will cover several areas including investment, trade and globalization, public governance, territorial development, taxation, education, social inclusion and employment, and tourism.
Under this program, both parties will be able to cooperate in various areas including joint studies, reviews of Morocco's national policies, information exchange and sharing of statistical data and other relevant information that can serve as a basis for better analysis by both parties. Both parties also undertake to organize joint events, seminars and workshops, to participate in events and activities with regional scope and to promote Morocco's participation in OECD bodies and projects.
Facilitating Morocco's accession to OECD legal instruments
The program will facilitate Morocco's accession to various OECD legal instruments, in addition to monitoring, evaluation and comparative analyses of Morocco's policy practices in light of the Organization's standards and best practices in order to promote reforms and government transparency towards citizens.
The country program includes 17 public policy reviews, accession to nine OECD legal instruments and enhanced participation in nine committees of the Organization. It is built around three main themes: economic growth and competitiveness, social inclusion and public governance. The series of activities proposed will allow Morocco to have key information and recommendations to develop and strengthen its economic and social reform plan over the next two years in order to support strong, inclusive and sustainable growth.
According to the head of the Moroccan government, the Morocco-OECD country program opens promising prospects in the already strong cooperation relations between the two parties. The actions planned under the program perfectly meet Morocco's needs and the timetable for reforms implemented or being implemented by the government, he recalled.
Launch of a Morocco-OECD dialogue
Mr. Abdelilah Benkirane cited among these actions the launch of a Morocco-OECD dialogue on territorial policy, the evaluation of the performance of the Moroccan education system, the study on youth employment and the study on the development of business competitiveness, noting that cooperation between the two parties has just reached a new stage. He also noted that this country program is likely to accelerate the rapprochement between Morocco and the OECD and to facilitate Morocco's convergence towards the status of an emerging country. Under this program, Morocco is called upon to play a more important role in the various OECD committees insofar as its status will be improved in most of these committees, the head of the Moroccan government also indicated.
He stressed that Morocco's ambition is to achieve growth rates of 6 to 7%. To achieve this, the head of the Moroccan government explained that one of the first projects that Morocco has undertaken is the reform of justice in order to consolidate the independence of the judiciary, to promote the improvement of its efficiency and effectiveness, to help modernize the judicial administration and to support the improvement of its governance and moralization.
