1. A privileged place
This back-to-school period coincides with the country's implementation of its five-year plan (horizon 2014), where, as in previous plans, the vocational training sector holds a privileged position. For many years, the state has prioritized this sector, adapting its management to the challenges facing the national economy.
The ongoing concern for the social integration of young people has, over the past decade, tripled the number of people in vocational training, as noted by the President of the Republic in public addresses. For the Head of State, public action will continue in this area, focusing on expanding capacity, diversifying training, and increasing curriculum flexibility to better meet economic needs.
The actions of the Ministry of Vocational Training and Education are aligned with this strategy.
2. Very high demand
During yesterday's conference-debate, El Hadi Khaldi outlined the conditions enabling the sector to meet the expectations of political authorities, particularly concerning the upcoming school year. This back-to-school period is characterized by high demand, especially at levels 4 and 5. The minister stated that the sector has taken the necessary steps to meet this demand, including the addition of new facilities, such as four vocational training institutes. Reform within the sector is also integrated into this back-to-school period.
3. Greater openness to the environment
This reform aims to increase the openness of training institutions to their economic environment. Reform steps include improving quality, gradually introducing professional education curricula, and strengthening the alignment of the training sector with the economic environment. This is clearly intended to improve the professional integration of vocational training graduates.
4. Integration equals employment
Regarding professional and social integration, the Head of State emphasizes its link to employment. Development actions, combined with specific measures for young people, have improved the employment situation.
Three million jobs are planned by 2014, contributing to investments in the training sector. Regarding the objectives set for this back-to-school period, the minister notes the need to address the high demand for training at the technician and senior technician levels. It was also necessary to increase the profitability of training institutions and effectively address requests from various ministerial departments and businesses.
5. 95 new establishments
By the end of June 2010, the sector had received 95 new institutions, with a capacity of 23,600 training places: 5 INSPs, 63 CFPAs, and 27 annexes. There are 53 boarding schools with a capacity of 3,180 beds and 10 half-board facilities, in addition to sports facilities (62 fields), libraries, and reading rooms (7). All these infrastructures have been officially received. There has been modernization, reception, or equipment of several technical and pedagogical structures.
6. Increased operating budget
Regarding the budget allocated to the sector to finance its activities, the minister cites an 8.5% increase in the operating budget (26.616 billion dinars) compared to 2008. Regarding budget positions allocated in 2009, the figure is over 50,000 positions, a 43% increase compared to 2008. The number of trainees and apprentices for the October 2009 school year was nearly 480,000. By February 2010, this figure was 460,000, including nearly 160,000 boarders. Vocational training graduates as of December 31, 2009, are estimated at nearly 198,000.
7. Efforts in the pedagogical field
The minister also mentioned the efforts made in the pedagogical field for the October back-to-school period. He mentioned the development of 51 new training programs, the creation of periodicals at each institution, the establishment of a literacy-qualification system through the designation of 35 specialists and the development of training programs, and the revision and updating of the nomenclature of professional specialties. 8. 48 new establishments
For the October back-to-school period, according to the information provided, 48 new vocational establishments and the expansion of 35 training structures are expected, representing a capacity of over 19,000 training places. The conversion of 4 INSEP into vocational training institutes is also planned. 18 boarding schools with a capacity of over 1,000 beds and 12 half-board facilities will be added. The addition of playgrounds, libraries, and amphitheaters is also expected; more than 1,000 training sections have been equipped, as well as more than 300 computer science sections. More than fifty establishments have been equipped with school furniture and nearly 70 libraries have been housed in training establishments.
9. 28.5 billion dinars in credits for the sector
Credits allocated to the sector for 2010 amount to 28.5 billion dinars, a 7% increase compared to the credits allocated for 2009. The total number of budget positions opened for 2010 is over 51,000. For recruitment, the number of budget positions opened is estimated at 684, divided between pedagogical and administrative staff.
10. 339,000 new trainees
The training offer for the upcoming school year is 339,000 new trainees and apprentices. To this new offer, we must add the number of returning trainees and apprentices, which reaches nearly 284,000, giving a total of 622,500 trainees, across all training methods and types.
11. Promotion of new technologies
The sector is promoting new information and communication technologies and implementing a nationwide communication plan. The minister also emphasized improving allowances for trainees. We have foreign experiences to draw inspiration from, he says, particularly those underway in Great Britain in the field of research.
The continuation of pedagogical reform, the standardization of training programs, the training of trainers, and the professional manual are all avenues currently being pursued.
Are there still problems with the design of the school manual? The minister considers it important to strengthen relations between the national education sector and the training sector.
12. Training and support
Training and supporting the progress of young people is a priority for us, says the minister.
Regarding vocational training-national education relations, an agreement has been signed between the two sectors, establishing guidance and support units led by professionals.
For Mr. El Hadi Khaldi, vocational training will remain open to all those who have passed the school-leaving age.
The speaker also mentioned the strengthening of the sector's administration, citing an agreement with the Ministry of Post and Information and Communication Technologies for the modernization of structures, with a budget of 40 billion dinars.
13. Partnership committee
The minister mentioned the establishment of a partnership committee bringing together multi-sectoral teams, chaired by the CEO of Cosider. This is an independent body responsible for assessing the needs of the national economy and presenting its conclusions to the vocational training sector for possible action. This institution is based in Algiers but has commissions at the wilaya level. To boost this local action, the assistance of the Ministry of the Interior and local authorities themselves is needed.
14. Bringing training closer to needs
The Council will help to align vocational training policy with the real needs expressed by the productive sector. We are moving from a supply-based vocational training to a demand-based vocational training. According to the minister, the partnership committee has a significant political dimension. The objective is to avoid situations where graduates find themselves without job prospects in the labor market.
The issue of training-employment alignment is thus being addressed collaboratively. Regarding the October 17th back-to-school period, the minister affirms that there will be no extension of registration deadlines. The minister noted the difficulty for the vocational training sector in managing candidate flows. At the level of national education and higher education, the task is easier, as national education uses civil status records to determine enrollments.
At the higher education level, secondary schools serve as indicators. The number of students in national education can be known for 10 years, notes the minister.
15. Information and awareness campaigns
The speaker notes that information and communication campaigns are used to raise awareness among young people and potential candidates. This year, the vocational training back-to-school period did not coincide with that of national education, to allow families of students in difficulty to switch to another mode of education.
16. The applied compensation scheme
Regarding the administrative situation of vocational education staff, the minister recalls that the staff is covered by the compensation scheme decided by the government and according to the modalities decided by it. Payments will be made by the ministry's central finance department in three installments, retroactive for all. 10 billion dinars is the total amount. The first installment will be paid in November.
17. A vocation
The ministry recalled that October 5th was World Teachers' Day. This is an important mission entrusted to education, which contributes to the training of future generations. Mr. El Hadi Khaldi also praised the success of dialogue and consultation between the vocational training administration and the collective of workers. In the debate, the minister, in responding to questions, recalls that regarding partnerships and cooperation, his sector has signed agreements and conventions with many countries: Syria, Egypt, Morocco, Tunisia, Canada, Italy, France, etc.
18. Giving more space to traditional crafts
Regarding traditional crafts, Mr. El Hadi Khaldi mentioned the efforts made to reorganize manual trades, improve the practice of crafts, and benefit young people. He specifically emphasized that the chambers of crafts also handle training. There is an improvement in allowances paid to trainers in the field of crafts; partnerships play a major role with countries that have real experience (Italy, etc.).
19. Opening of several projects
The minister mentioned the opening of several projects (revision of the ministry's organizational chart, standard status, interests, etc.). There is a partnership with the BP firm which has created training centers in the South with English language learning. Regarding job placement, the minister in charge of the file is overseeing it.
20. National and regional trade shows
The organization of trade shows bringing together young people, employers, and institutions involved in youth employment (ANSEJ, CNAC, ANEM) is planned. The formula will be generalized; a first show will take place at SAFEX. Regarding partnerships, the minister recalled the recent agreement signed with Iqraa. All associations wishing to get involved in helping young people can count on our support. Vocational training has its own programs for housewives (qualifying training, literacy, qualification, lower-level training).
21. A system that supports national reconciliation
This is a system that supports national reconciliation. Hundreds of women have indeed been victims of terrorism. Today, many of them are housewives, sometimes without resources.
