Morocco-Canada: Two Memoranda of Understanding

Morocco and Canada signed two memoranda of understanding in the field of education and vocational training on Thursday in Rabat.
These memoranda of understanding were signed during a ceremony presided over by the Moroccan and Canadian Prime Ministers, Abbas El Fassi and Stephen Harper.
Signed by the Minister of Employment and Vocational Training, Jamal Rhmani, and the Canadian Minister of International Trade, Peter Van Loan, the first memorandum of understanding concerns the "Project to Support Education Reform through a Competency-Based Approach" (Reapc).
It is part of Canadian development aid to Morocco for the implementation of the Reapc Project, which is a project to support the basic reform of education in vocational training.
This Project specifically aims to improve the management skills of the main stakeholders in the vocational training system so that all actors involved in this system can autonomously assume their responsibilities in the management and development of competency-based training (Apc).
The authorities designated for this purpose, namely the Canadian International Development Agency (CIDA) and the Moroccan Department of Vocational Training (DFP), will take charge of the commitments of each party for the realization of this project.
A plan of implementation will be developed and signed within 180 days of the signing of this Memorandum of Understanding.
Canada's contribution will take the form of professional and technical services from Canadian and foreign experts, as well as monitoring and evaluation of the Project.
Morocco's contribution will consist of technical assistance, in particular through the payment of charges related to the implementation of certain Project activities and the provision of Moroccan technicians.
This Memorandum of Understanding takes effect on the day of its signature and will remain in effect until the end of the Project.
The second memorandum of understanding, signed by the Secretary of State in charge of school education, Latifa El Abida, and Peter Van Loan, concerns the "Project to Support the Management of Moroccan Establishments" (Pagesm).
It is part of Canadian development aid to Morocco for the implementation of a Pagesm Project in order to support the process of decentralization and deconcentration of the Moroccan education system at the school level.
This Project aims in particular to improve the quality of basic education for Moroccan girls and boys to enable them to contribute to the knowledge economy and to the development, adoption and implementation of school projects, to strengthen the management capacity of schools, to improve the capacity for managing human resources and to strengthen equality between women and men in the framework of school projects.
The authorities designated for this purpose, namely the Canadian International Development Agency (CIDA) and the Moroccan ministry responsible, will take charge of the commitments of each party for the implementation of this project.
