Morocco: Two-thirds of workers have precarious employment

The Ministry of Employment and Social Affairs has as its imperative the encouragement of employment and business competitiveness, underlined Tuesday evening in Casablanca, the Minister responsible Abdeslam Seddiki, at the first meeting of a series of monthly meetings of the Commission "Employment and Social Relations" of the CGEM called "Economic and Social Progress".

This meeting was an opportunity for Abdeslam Seddiki to discuss the prospects of the Labor Code in order to ensure the objective conditions for the competitiveness of businesses and the fight against job insecurity that affects two-thirds of workers in Morocco.

The Minister also raised the issue of the application of the Labor Code, stressing that, ten years later, the time for evaluation has come for the entry into force of this text, which has been so criticized by employers, unions and the government.

An employment strategy before the end of 2014

He reviewed, during this meeting, certain provisions of the Labor Code, in particular those relating to temporary employment and professional qualification.

For the national employment strategy, the minister announced that it will be unveiled before the end of the current year.

This strategy, he noted, will be accompanied by several fundamental reforms such as accelerating the development of the organic laws of the 2011 Constitution, reforming the pension system, regulating the informal economy, and continuing the fight against precariousness.

Abdeslam Seddiki also stressed that training is of paramount importance since any investment requires qualified managers and skills.

The minister did not fail to mention, among other things, the problem of the informal sector, totally outside any legislation, ensuring that formal businesses, for their part, can constitute "an engine to pull society upwards".
