Recruitment of 16,000 civil servants in 2010

According to the independent daily newspaper "Le Temps", Mr. Zouhaïr Mdhaffar, Minister in charge of the Civil Service and Administration Development, stated that several reforms have been implemented in the sector to modernize the administration and improve services.
He specifically mentioned the rapid administration system implemented in 31 locations. The minister announced that six new administrations will soon be operational. Mr. Mdhaffar cited another example reflecting the efforts made in this area: the "Maison des Services Administratifs" (House of Administrative Services), located in Ariana. "This experience will be gradually generalized," he declared, while recalling the extension of working hours by two hours, mainly in institutions with high traffic. Other administrations provide services even on Sundays, such as vehicle inspection services.
The minister also listed other measures to streamline administrative procedures, including the cancellation of documents and certified copies... "In total, 140 documents have been canceled, in addition to 69 certified copies and signature legalizations." Furthermore, it has become possible to create a company within 24 hours, whereas previously it took 11 days.
ICTs
Other efforts are being made to introduce ICTs into the administration. We are currently talking about e-government, which is the best example." To this end, the minister recalled that a call center has been created in Gafsa.
He recalled that 460,000 civil servants work in the various Tunisian administrations and that there will be 16,000 new recruits in 2010, including 3,000 hired as part of the integration of university graduates and 13,000 as part of ordinary recruitment.
Slow Recruitment Procedures
Responding to the question concerning the slow pace of recruitment operations, the minister stated that this is due to the very high number of candidates. In particular, more than 110,000 candidates registered for the primary school teacher competition and 400,000 for the National School of Administration, while the number of available positions is around 250. Part-time work for half-salary is a benefit granted to Tunisian mothers, the minister replied.
Launched in 2007, this measure attracted women. 1321 women benefited from it, while there were 1500 applications two years ago. However, the number is decreasing year after year.
Only 479 women benefited from this measure in 2009, compared to 529 in 2008. This is explained by the reluctance of women, according to the minister.
