The "Moukawalati" program was implemented by the government to support self-employment by encouraging young entrepreneurs to create very small businesses, providing them with the necessary support to ensure their sustainability. In 2011, it led to the creation of 878 businesses, generating 1,582 jobs. In terms of financing, 166 of these businesses were financed by banks, 619 by self-financing, and 93 by the National Initiative for Human Development (INDH).

It facilitated the integration of 58,740 young people in 2011, including 49% women, compared to 55,881 young people in 2010. In total, the program resulted in the integration of 254,074 young job seekers between 2007 and 2011, exceeding the target of 230,000.
As for the "Taehil" program, it aims to improve the employability of unemployed young people by offering them advanced training adapted to the needs of the labor market. It involved 18,136 young people in 2011, representing 68.5% of the announced target for 2012.
