Tunisia: EU supports recovery program

The EU releases 55 million euros for the recovery program in Tunisia - The European Union has just released a first tranche of 55 million euros, or about 110 million Tunisian dinars, in the form of a grant, as part of its new Recovery Support Program in Tunisia, to support measures accompanying the transition process in Tunisia. According to a press release from the European delegation in Tunis published on Friday, this process aims at economic growth, reducing inequalities and improving governance.
Signed in September 2011, the Recovery Support Program (RSP), designed in the weeks following the revolution, has a total budget of 100 million euros, in direct support of the state budget, to help Tunisia implement short-term actions and more structural reforms during the transition period.
The RSP involves several international actors, namely the European Union, the World Bank, the African Development Bank and the French Development Agency, allowing a global financial contribution of around one billion euros, with the EU providing grants and other actors providing loans.
This close cooperation has made it possible to set up, in record time, a substantial package of financial support and technical assistance measures.
The objective of the recovery support program is primarily economic and consists in accelerating the return of economic growth as much as possible.
The sums mobilized by the EU and other donors are, in fact, intended to finance part of the increase in the state deficit, allowing it to increase public spending in order to support economic activity.
The program will also directly contribute to the reduction of inequalities through an adjustment of public interventions in favor of regions and social groups that have been particularly disadvantaged until now.
The program will notably allow the restoration of infrastructure damaged following the events of January 2011.
In the social field, the program supports the implementation of financial aid and training for young unemployed graduates as part of the Tunisian Active Job Search Program (AMAL), which already benefits more than 130,000 young people.
It also supports the improvement of assistance programs for needy families and the strengthening of basic public services, particularly primary health care.
Finally, the European Union supports, through the RSP, the improvement of the governance of public administrations.
The program thus provides for actions in the field of public procurement, customs and tax administration to improve transparency and thus increase efficiency and equity.
