Morocco-Employment: National Strategy 2015-2025!

The National Employment Strategy (SNE), approved by the government, aims to promote the creation of 200,000 jobs and enhance human capital.
The new national employment strategy for 2015-2025 is here and includes many strategic orientations and objectives. It proposes a set of measures that aim to implement the orientations of the 2011 Constitution regarding employment and support economic growth through the inclusion of women and young people in employment, based on the belief that the economy grows thanks to the mobilization of the workforce and its productivity level. Similarly, it aims to support economic growth through the inclusion of women and young people in employment, based on the assumption that economic growth depends on improving labor market management and the distribution of the fruits of growth. Finally, it aims to improve sectoral strategies and participate in the development of a competitive economy based on knowledge, sustainable development, business promotion and social inclusion.
Issues
For the Minister of Employment and Social Affairs, Abdeslam Seddiki, one of the distinguishing features of the National Employment Strategy - of which he is very proud - is that it was "developed through a participatory approach involving all public institutional actors, social partners and private sector actors." The minister based this statement, as he recalled, "on the results of a diagnosis of the employment situation in Morocco, which highlighted the issues to be addressed as priorities and priority objectives to be retained, in addition to measures for promoting employment."
The new National Employment Strategy is based on four strategic axes, namely: orienting macroeconomic and territorial policies towards the creation of new job opportunities (200,000 jobs on average annually); enhancing human capital; strengthening active employment programs; and improving labor market governance. "This strategy primarily aims to foster the adhesion of the various actors around the orientations," recalled the Minister of Employment and Social Affairs.
Interministerial Committee
Among the practical measures taken to ensure the implementation of the content of this Strategy, the first is the establishment of an interministerial committee chaired by the head of government. This committee's mission, explained Minister Seddiki, is "the operationalization of the strategy's objectives in coordination with all public departments, the private sector and social partners." This same committee will also be responsible for proposing initiatives and measures to promote employment.
The diagnostic study on the employment situation in Morocco led the Moroccan government to conclude that job creation can no longer be considered a mere residual effect of growth and investments in social sectors (health, education, etc.). An explicit, proactive strategy on employment and the mobilization and commitment of all actors, beyond the sole ministry in charge of employment in Morocco, are necessary and must take into account a number of assets and challenges.
Political Stability
Among the assets, we should mention a context of political stability and international credibility. As for challenges, the most important are significant employment deficits in quantity (high unemployment among urban youth, discouraged workers, low activity rate) and quality for unskilled workers.
Global Employment Policy
The new Employment Strategy is a global and multidimensional employment policy aimed at acting on the supply, demand and functioning of the labor market. It also aims to promote decent work by going beyond traditional active labor market policies and the issue of first-time job placement for graduates to target all active people and all sectors of the economy.
The new SNE involves various actors (ministries, social partners, specialized employment and training agencies, etc.) at different levels: national, regional and local.
Among the objectives of the national employment strategy is the achievement of more intense job growth. This involves 38,000 jobs per point of GDP, or 200,000 jobs per year, reversing the downward trend in the female activity rate (44% by 2025 instead of 30% currently, population aged 25 and over), social protection and employment services for the greatest number of workers.
Enhancing Human Capital
The national employment strategy considers that sustainable job creation depends, in fact, on the evolution of productivity and the unit cost of labor.
Regarding the second axis, which focuses on enhancing human capital, the SNE proposes three levers for action: mobilizing the female workforce through strengthened training and ensuring qualifications for all new entrants to the labor market; aligning training supply with labor market needs and improving the qualification level of workers; consolidating the national social protection floor (SPS) and reforming and extending social insurance schemes.
